Appeals court largely upholds order reinstating VA union contracts

A federal appeals court panel largely upheld a lower-court order requiring the Department of Veterans Affairs to reinstate and honor its collective bargaining agreements with unions. The judges paused only the portion directing VA to “comply” with the contracts while the broader litigation continues.
