Arbitrator: EPA violated union contract during RIF and reorganization

An arbitrator ruled that EPA violated its collective bargaining agreement during a reduction in force and reorganization. The agency has not said whether it will appeal, and an EPA spokesperson stated the agency is “not bound by the arbitrator’s decision.”
