Arbitrator: EPA violated union contract during RIF and reorganization

An arbitrator ruled the EPA violated its collective bargaining agreement during a reduction-in-force and related reorganization. The agency has not confirmed whether it will appeal, and an EPA spokesperson said the agency is “not bound by the arbitrator’s decision.”
