An arbitrator found the U.S. Forest Service violated its collective bargaining agreement with the National Federation of Federal Employees by canceling telework and remote work agreements en masse. The ruling restores those arrangements and reinforces that agencies must follow negotiated labor agreements when changing workplace policies.
