A Public Citizen analysis estimates the administration’s Deferred Resignation Program kept about 140,000 federal employees on the payroll after they agreed to leave, costing taxpayers at least $11 billion. The report argues much of the paid time involved little or no work performed, raising questions about program oversight and workforce management.
