Full-Year Funding Approved for Most Agencies, Ending Partial Shutdown; DHS Still Pending

Congress passed and the President signed a $1.2 trillion spending package to fund most of the federal government for the rest of the fiscal year, ending a partial shutdown. The measure did not include full-year funding for the Department of Homeland Security, leaving DHS to be addressed separately.
