GAO reports that qualified health plans (QHPs) offered on ACA health insurance exchanges may cover abortion services consistent with federal and state law. For 2026, federal funds such as income-based tax credits generally cannot be used to pay for abortion services, except in cases of rape, incest, or when the pregnant woman’s life is endangered.
