A GAO review found DOD and the military services have policies to safeguard service member personnel and health records and to process records requests, but risks of improper disclosure and delays remain. GAO’s covert testing of records requests identified weaknesses that could lead to privacy breaches and slow access to needed records for service members and veterans.
