GAO reports that DOD’s use of intergovernmental support agreements (IGSAs) with state, local, and tribal governments for installation-support services grew sharply from 2018 to 2025. GAO found weaknesses in oversight and noted that military services’ cost-savings estimates did not consistently support claimed benefits, prompting calls for improved management and accountability.
