A GAO review found that DOD and the military services have policies for safeguarding service member records and processing requests on time, but breaches and delays remain a risk. In covert testing of 26 records requests, GAO found weaknesses in how records are released. GAO recommends DOD address improper and delayed releases of personnel and health information.
