GAO reports that DOD’s National Background Investigation Services (NBIS)—the system intended to modernize background investigations and support most federal agencies and thousands of contractors—has faced repeated delays and previously unreliable cost and schedule estimates. GAO says stronger leadership attention and prioritization are needed to complete development and achieve intended personnel vetting reforms.
