GAO found the Department of Veterans Affairs has not fully implemented key leading practices for its enterprise software asset management (eSAM) program, which is intended to centralize and improve software license tracking across the department. GAO warns that gaps in planning and management could prevent VA from achieving intended outcomes such as better coordination, reporting, and control of software assets.
