IRS and Social Security bar employees from taking advanced leave

The IRS and Social Security Administration have barred employees from using advanced leave, a practice unions say many workers rely on as a stopgap when facing serious illness or other extended absences. The change could limit flexibility for employees who would otherwise borrow leave in advance to cover time off.
