NTEU Says Arbitrator Ruled HHS Mass Firings of Probationary Employees Were an Unlawful RIF

NTEU reports it won an arbitration decision involving more than 3,000 HHS probationary employees terminated in 2025. The arbitrator reportedly found the terminations amounted to a reduction-in-force requiring bargaining with the union, and that HHS violated the contract and law by not doing so.
