OPM issued a final rule aimed at increasing accountability by allowing agencies to move certain policy-influencing roles into a new Schedule Policy/Career category. These positions remain nonpartisan career jobs but would be treated as at-will and excluded from standard adverse action procedures and appeals, enabling faster removals for performance or misconduct.
