OPM issued a final rule aimed at increasing accountability by making it easier for agencies to remove employees in certain policy-influencing roles for poor performance or misconduct. The rule authorizes moving these positions into a new Schedule Policy/Career category that remains nonpartisan and career-filled, but is at-will and largely exempt from traditional adverse action procedures and appeals.
