OPM Final Rule Updates Appeals for Probationary and Trial Period Terminations

OPM issued a final rule revising when and how employees terminated during probationary or trial periods—and supervisors/managers who do not complete probation—may appeal actions to the MSPB. The changes align OPM procedures with an executive order that made prior MSPB appeal procedures inoperative.
