OPM Finalizes Rule Eliminating Time-in-Grade Restriction for GS Advancement

OPM has adopted its final rule eliminating the Time-in-Grade requirement, which previously required 52 weeks at no more than one grade lower (or two for certain two-grade-interval positions) before advancing to GS-6 and above. The change gives agencies more flexibility to promote and hire candidates into competitive service GS positions without waiting out the minimum service period.
