OPM Issues Guidance on Collective Bargaining After New Performance Appraisal Rule

OPM released guidance to federal agencies on how collective bargaining agreements should be handled following a final rule that changes performance appraisal standards. Existing CBAs are not affected, but new agreements and renewals will need to follow the new guidance.
