OPM moves to let agencies promote federal employees faster by revisiting time-in-grade rules

OPM is moving to change the long-standing “time-in-grade” requirement that generally forces federal employees to spend at least one year in their current grade before promotion. Officials say the rule is outdated and the change could give agencies more flexibility to advance employees more quickly.
