OPM Proposes Changes to Performance Appraisals for GS and Prevailing Rate Employees

OPM issued a proposed rule to streamline performance management for non-SES employees, including GS and prevailing rate workers. The proposal would remove a summary rating level, require agencies to certify appraisal systems with OPM every two years, and add a mandatory supervisory critical element for covered supervisors.
