OPM issued a proposed rule to streamline federal reduction-in-force (RIF) procedures and shift retention decisions to prioritize employee performance over tenure and length of service. The proposal also changes which employees are excluded from RIF competition and updates rules for the Reemployment Priority List (RPL).
