OPM proposed updates to 5 CFR part 250 that would shift agencies from Human Capital Operating Plans and Human Capital Reviews to Annual Staffing Plans and Annual Staffing Reviews, and revise the HRStat process into quarterly staffing performance reviews. The proposal also strengthens Chief Human Capital Officer oversight requirements for agency human capital and staffing management.
