OPM proposes shifting suitability and RIF appeals away from MSPB

OPM released two proposed regulations that would move appeals of suitability determinations and reduction-in-force decisions out of the Merit Systems Protection Board’s jurisdiction. The changes could reshape how federal employees challenge adverse actions and consolidate more authority within OPM.
