OPM proposed changes to CSRS and FERS retirement regulations to revise the definition of “secondary position” for certain special retirement coverage roles (e.g., LEOs, firefighters, nuclear materials couriers, and CBP officers). The proposal would remove the requirement that prior primary-position experience is a mandatory prerequisite for certain executive-level secondary positions, giving agencies more flexibility in recruiting.
