OPM removes back pay language for furloughed feds from shutdown guidance

OPM updated its government shutdown guidance by removing language addressing back pay for furloughed federal employees. The guidance also adds clarification that certain performance-based adverse actions may still proceed during a funding lapse in limited circumstances.
