OPM issued a final rule updating regulations for Critical Position Pay (CPP), making Executive Schedule Level I the default maximum CPP rate and requiring written approval from the OPM Director for higher rates. The rule removes non-statutory caps and approval criteria, clarifies use of service agreements, and states CPP reductions or terminations are not adverse actions and generally aren’t subject to grievance or appeal.
