Survey: Federal Employee Morale Low, Many Fear Retaliation for Reporting Issues

A 2025 Partnership for Public Service survey of more than 10,000 federal employees found low workplace engagement, with only 7.5% saying political leaders motivate them. Just 22.5% reported they do not fear retaliation for reporting issues or violations, highlighting ongoing concerns about workplace culture and psychological safety across the federal workforce.
