Survey: Federal Employee Morale Low; Many Fear Retaliation for Reporting Issues

A 2025 Partnership for Public Service survey of more than 10,000 federal employees found low workplace engagement, with only 7.5% saying political leaders motivate them. The survey also reported that just 22.5% felt they could report issues or violations without fear of retaliation.
