Survey of 11,000 feds highlights low motivation and a ‘layer cake of trauma’

A Partnership for Public Service survey of 11,000 federal employees—intended to mirror the canceled 2025 Federal Employee Viewpoint Survey—finds very low confidence in political leadership’s ability to motivate the workforce. Only 7% of respondents said their political leaders engender high motivation, underscoring ongoing morale and workplace well-being concerns.
