A federal judge in Rhode Island said the Department of Veterans Affairs showed “blatant disregard” for a court order requiring the agency to restore its labor contract with AFGE, its largest union. The VA has again moved to terminate the agreement, escalating a high-stakes dispute affecting workplace rules for roughly 300,000 employees.
