VA says court order requires reinstating union contract, but not honoring its terms

The Department of Veterans Affairs argues a court order only requires it to reinstate its collective bargaining agreement with AFGE, not comply with its provisions. VA says the union must file individual grievances for each alleged violation, even as management reportedly refuses to participate in the grievance process.
