VA’s third attempt to scrap union contract heads back to court

VA and AFGE are headed back to court over whether the department must keep the existing union contract in effect while negotiations continue. VA says it is following the terms of an expiring agreement, while AFGE argues the agency is unlawfully ignoring a requirement to maintain the contract during bargaining.
